About The Proposals

What is being proposed?

We are developing early-stage proposals for a new residential development on land at Eaton Road, Tarporley. The plans are for up to 140 new homes, alongside new public open space, a community play area, and improved pedestrian accessibility at the heart of the community.
Why are you proposing the development here and why now?

We want Arderne Home Farm to integrate seamlessly into the village’s character, creating a carefully softened eastern edge and sustainable extension to Tarporley.
There is a significant need for new homes across the borough, with Cheshire West and Chester Council required to build nearly 2,000 new homes each year to meet demand. This project will help meet this need while providing a mix of housing types, including affordable homes, to allow local people to find a home in their village.
Who is Bloor Homes?

An application was refused on this site before. What’s different now?

A previous, different proposal for 45 homes relating to part of the site was refused in 2015. Since that time, the planning context has changed significantly. The government has updated national planning policy to encourage the supply of new housing, and the housing shortage in Cheshire West and Chester has become more acute. Our new, landscape-led masterplan has been carefully designed to address the specific character of Tarporley.

Housing

What kind of houses will be built?

The proposals are for a wide mix of housing types and tenures to meet local needs, set within a mature, landscaped setting. The development will contribute to meeting local need, including 30% affordable housing to support young people, families, and older residents who wish to stay in Tarporley.
Our proposals will include homes suitable for every stage of life, from first-time buyers to families and those wishing to downsize.
Will any of the homes be affordable?

Yes. A key objective of the project is to deliver both market and affordable housing to boost the supply for Tarporley and the surrounding area. This will help address the need for affordable homes for young people and families identified in the Tarporley Neighbourhood Plan.
When will the new homes be made available?
What will the houses and wider site look like?

As we are still very early on in our proposals, we have not yet finalised our plans for what the houses will look like. However, we are committed to creating a development that responds sensitively to the character of Tarporley village. The design will be guided by the principles of the Tarporley Village Design Statement.

Traffic, Access, and Parking

The traffic is already bad in Tarporley, how will you avoid making it worse?

We understand that traffic is a key concern for local residents. Our proposals are focused on creating a sustainable development that encourages other forms of travel. The plans will deliver new and improved walking and cycling routes, providing safe and direct connections to the village centre and surrounding countryside for both new and existing residents.
A full Transport Assessment will be submitted as part of any future planning application to address the impact on the local road network. This will look at current traffic movements and the capacity of the road network as well as outline any mitigation measures that may be required.
Will each house have space for parking?

Community and Environment

What will the impact be on local services like schools and the GP?

We will work closely with Cheshire West and Chester Council to assess the impact of our proposals on local services. As part of the planning process, developers are required to make financial contributions towards local infrastructure, where a need is identified, to ensure the development is sustainable and supports the community.

What benefits are there for existing residents?

The project will create a number of new facilities for the whole community to enjoy. Our vision includes a new community play area, landscaping and open spaces, and multiple new pedestrian and cycle routes that will connect to the village and the wider countryside.
How are you going to ensure that the development is sensitive to the environment?

The site has no environmental designations to prevent development. The plans will be landscape-led, retaining key habitats and hedgerows, creating a “softened” edge to the village, and delivering a significant biodiversity boost on-site. We will deliver at least a 10% biodiversity net gain, creating new habitats and enhancing local ecology for the long term.

How can I have my say on the proposals?

We are committed to carrying out a meaningful consultation with the local community. We will be sending a newsletter with a feedback form to local residents and launching a consultation website with an online survey. What happens to my feedback?

All feedback received during the consultation will be carefully reviewed by the project team. It will be logged and analysed and will be used to help shape the final plans where possible. A Consultation Report, summarising the feedback and explaining how it has influenced the proposals, will be submitted to the council as part of any future planning application.
